The city governor of Krakow was Rudolf Pavlu. He was an Austrian Nazi administrator and perpetrator of the Holocaust in occupied Poland. Pavlu was a member of the NSDAP and the SS, where he reached the rank of SS-Obersturmführer.
After the German occupation of Poland, he went to the Generalgouvernement with Otto Wächter in 1939 as a staff officer, district commissioner and head of the labor department in the administration of the Krakow district. Wächter assigned SS-Obersturmbannführer Pavlu to implement the expulsion campaign of Jews from Kraków in September 1940. In late November early December 1940, Pavlu arranged for German and Polish police to conduct raids that resulted in the deportation of 20,000 Jews from Kraków to the provinces. In April 1941, he was appointed city governor and headed the administration of the capital of the Generalgouvernement. Under his administration, the detention of Kraków's remaining Jewish population in the Kraków Ghetto was carried out, and he participated in the deportations to the death camps that began. After his internment and threatened extradition to the Poles, Pavlu committed suicide in 1949.
